쿠바는 사회주의인가? 현 민중시위는 정당한가?

현재 쿠바의 대중시위는 쿠바 국가기구의 탄압과 폭력에 부딪혔다. 시위는 또 쿠바 국가의 성격과 시위의 본질을 두고 좌파 세력들 사이에서 광범한 논쟁을 불러일으켰다. 혁명적 공산주의인터내셔널 동맹 (RCIT)과 사회주의통합당 (CS 아르헨티나)은 이 대중시위와의 연대를 천명하며 사회주의적 전망을 제창한다.[1] 이 글에서 우리는 문답 형식으로 우리의 접근법을 자세히 설명하겠다.
현 대중시위의 원인은 무엇인가?
현 시위는 최근 실시된 정부의 긴축 프로그램으로 인해 촉발되었다. 올해 초, 이른바 "정돈 작업"이 시행되었다. 이것은 쿠바 대통령 미겔 디아스카넬 정부의 경제개혁 프로그램이다. 쿠바 국영 매체에 따르면 이 개혁 조치는 다음을 의미한다. "1월 1일, 태환 페소화(貨)의 유통이 중단되었고 자연인과 법인 대상으로 1 달러 당 24 쿠바 페소의 단일 환율이 채택되었으며, 동시에 임금 개혁이 단행되어 가격 왜곡이 바로 잡혔으며 과도한 보조금과 지원금이 폐지되었다."[2] 나아가 정부는 "외국인 투자 유치"와 ‘민간 부문’ 강화를 희망한다.
쉬운 말로 옮기면, 이것은 자본주의적 긴축 프로그램이다. 물가는 급격이 올랐는데 임금은 정체되었다. 따라서 인민대중의 생계비용이 가파르게 뛰었다. 여기에 "과도한 보조금 및 지원금 폐지"가 더해졌다. 명백히 빈곤과 기아가 최근 몇 달 사아에 대폭 심화됐다.
3월 초, “공산”당 중앙 인터넷 포털 "쿠바 디베이트 (CubaDebate)"는 화폐 개혁 이후 첫 몇 개월을 어떻게 경험했는지 독자들에게 물었다. “피드백 의견은 참담한 것이었다. 응답자의 3분의 2 이상이 가파른 물가 상승을 감안할 때 임금 인상으로도 그들의 필요를 충족시키기에 충분치 않다고 말했다. 국민들은 생필품 부족과 생활비 증가에 대한 불만에 더해, 달러화 매장이 쿠바인들을 사실상의 두 계급 사회로 갈라놓고 있으며 일반 페소 소득자들은 패배자라고 분개했다.”[3]
화폐 개혁으로 수입이 40% 감소했다. 그 결과, 재화가 부족하고 사람들은 생필품을 얻기 위해 매일 몇 시간씩 줄을 서야 한다.
이 긴축정책의 배경은 무엇인가?
"정돈 작업"은 쿠바의 자본주의 복고 과정에서 인민대중을 상대로 취해진 일련의 “개혁”(개악) 조치 중 가장 최근의 공격일 뿐이다. 1991년 소련 붕괴 ㅡ 관료 독재 지배 하의 퇴보 타락한 노동자 국가의 붕괴 ㅡ 이후 쿠바는 급격한 경제위기에 들어갔다. 그 결과 카스트로 정권은 다른 나라의 집권 스탈린주의 당들과 마찬가지로 친자본주의적 시장 개혁으로 방향을 틀었다. 몇 번의 지그재그 시기를 거쳐 카스트로 정권은 2010-11년 일련의 급격한 친자본주의적 조치들을 시행했다. 미 제국주의의 제재에 직면하여 쿠바 정권은 중국 및 유럽연합과의 보다 긴밀한 관계를 모색했다.
자본주의 복고로 착취와 사회적 불평등이 대대적으로 증가했다. 몇몇 연구에 따르면 1986년 쿠바의 지니계수 ㅡ 사회적 불평등을 측정하는 ㅡ 는 0.22에서 0.25 사이에 위치했었다. 그러나 자본주의 생산관계가 확립되면서 상황은 극적으로 바뀌었다. 오늘 지니계수는 매우 불평등한 사회를 가리키는 0.40 이상에 달한다.[4]
2018년에 발표된, 한 쿠바 경제학자의 연구는 “쿠바 시민의 10%에서 15%는 "부자"로 간주될 수 있고, 40%에서 51%는 빈곤 속에서 살고 있다”는 결론에 도달했다.[5]
2019년 사유재산과 "시장"의 역할을 정식으로 인정한 새로운 쿠바 헌법이 채택됨으로써 자본주의 소유관계의 존재가 법적으로 정당화되었다. 사실, 이 자본주의 사적소유와 시장은 이미 수년 동안 존재해 온 것들이다.[6]
집권당에 의한 자본주의 복고가 몰고 온 파괴적인 결과가 설상가상 미 제국주의의 제재로 더더욱 악화되었다. 이 타격은 쿠바의 핵심 동맹 중국에 의해 단지 부분적으로밖에는 흡수될 수 없었다. 이는 중국 자체가 사업 타산적인 자본가계급이 지배하고 있기 때문이다. "중국은 쿠바측이 누적된 무역부채에 대한 채무 불이행을 계속한다면 더 이상 외상으로 제품을 공급할 용의가 없었다."[7]
게다가, 2019년 가을에 시작되어 글로벌 록다운 체제 ㅡ 맑스주의자들이 코로나19 반혁명이라고 부르는 ㅡ 로 더욱 악화된 자본주의 세계경제 대공황이 쿠바를 덮쳤다.[9] 그 결과 쿠바 경제는 지난해 11%나 규모가 축소되었고 중요한 관광 부문이 붕괴되었다.[10]
요약하자면, 현 사태는 잔혹한 긴축정책을 펴고 있는 지배계급의 반민중적 경제‘개혁’ 조치들과 미 제국주의의 제재에 의해 이중으로 격화된 만성적 자본주의 위기에 뿌리를 두고 있다.
오늘날 쿠바 국가를 당신은 어떻게 성격규정 하나?
우리는 쿠바를 자본가 국가로 간주한다. 좀 더 정확히 말하면, 쿠바는 스탈린주의-자본가 지배계급이 지배하는 국가다. 구래의 카스트로주의 관료층이 1960년대 초 이래로 기형화된 노동자 국가를 주재했다. 관료층은 성공적으로 권력을 유지해왔지만 (지금까지는), 스스로를 새로운 자본가계급으로 탈바꿈해냈고 동시에 새로운 자본가계급을 창출해냈다. 그리하여 집권당은 그대로지만, 경제적 토대는 바뀌었다. 과거에는 기형화된 노동자 국가였지만 지금은 자본가 국가가 되었다. 쿠바는 중·러 제국주의의 긴밀한 동맹이다.
쿠바 집권당은 1989-91년 이후 다른 스탈린주의 당들이 들어간 같은 길로 들어갔다. 중국에서[11], 그리고 베트남, 라오스, 북한에서[12] 집권 스탈린주의 당들이 그들의 정치적 독재를 유지하는 동시에 성공적으로 자국의 경제적 토대를 자본주의로 전화시켜낼 수 있었다. 중국은 제국주의 강대국으로 성장 전화했지만, 쿠바는 베트남, 라오스, 북한과 비슷하게 자본주의 반(半)식민지가 됐다.
쿠바는 사회주의 국가였던 적이 없나?
쿠바는 맑스주의적인 의미에서 사회주의 국가였던 적이 없다. 평의회와 무장 민병으로 조직된, 그리고 직접 민주주의 방식에 의해 통치하는 노동자계급이 쿠바를 이끈 적이 없다. 1959년 혁명 당시 카스트로주의 M-26-7 게릴라 운동은 그 계급적 성격에서 소부르주아 운동이었다. 계급투쟁의 압력과 미 제국주의의 침략 위협, 그리고 소련의 압력으로 카스트로주의 운동은 스스로를 스탈린주의 정당으로 전화시켜 부르주아지에 대한 수탈·몰수를 단행했다. 그러나 쿠바는 1917-23년 레닌·트로츠키 시절의 소비에트 러시아와 같은 건강한 노동자 국가였던 적이 없으며, 그 반대로 줄곧 기형화된 노동자 국가였다.[13]
미국의 제재에 대한 당신의 입장은 무엇인가?
우리는 이러한 제재를 제국주의 강대국에 의한 경제 침략으로 보아 강력히 비난하는 바다. 우리는 즉각적이고 무조건적인 제재 철폐를 요구한다. 이러한 제재는 (1959년 이전의 바티스타 정권과 같은) 괴뢰 정권을 되돌려놓기 위한 워싱턴의 도구다.
우리는 쿠바에 대한 모든 형태의 제국주의적 개입에 반대한다. 따라서 우리는 미 제국주의가 쿠바에서 그들의 이익을 증진시키려는 그 어떤 시도에 대해서도 반대한다. 마찬가지로, 우리는 쿠바를 "자국"의 반식민지로 여기는 중·러 제국주의의 모든 형태의 개입에 반대한다.
우리는 쿠바의 모든 문제가 미국의 제재에 의해 야기된다는 생각을 거부한다. 기본적으로, 증가하는 사회적 불평등, 빈곤, 실업 문제들은 자본주의에 의해 야기된다. 바로 이 때문에 여러분이 전 세계의 많은 나라에서 (중국과 베트남에서를 포함하여) 비슷한 추이를 보게 되는 것이다. 미국의 제재가 쿠바 문제의 주 원인이라고 돌리는 것은 스탈린주의 자본가 정권이 자신의 반민중적 정책을 축소은폐하려는 시도다.
현 민중시위를 어떻게 보나?
위에서 언급한 이유들로 인해, 지금 쿠바의 민중시위는 우리가 전적으로 지지하는 정당한 시위다. 시위를 "미국이 사주한 것"이라거나 "프락치들 공작"에 의한 결과라고 비난하는 것은 스탈린주의-자본가적 비방이다. 24시간 안에 수십 개 도시에서 일어난 대규모 동원·결집 물결 ㅡ 그 다수가 청년인 ㅡ 은 경제적 고통과 참화를 원인으로 하는 진정한, 자연발생적 대중 분노의 결과다. 그러한 자연발생적인 운동이 전 세계에서 여러 차례 일어나고 있다. 경찰의 조지 플로이드 살해 후 미국에서 일어난 시위 물결을 생각해 보라! 아니면 쿠바 정권은 그 "프락치들"이 대중 속에 너무나 강하게 뿌리 내리고 있다고 말하고 싶은 것인가? 이 모든 대규모 동원 시위를 만들어낼 수 있을 만치?! 정말 그렇다면, 그것은 정권이 너무 약하고 너무 신뢰가 떨어져 대중이 사이비 “공산주의자들”보다 프락치들의 말에 더 귀를 기울인다는 뜻일 게다!
실제로 쿠바의 현 대규모 시위는 전 세계에서 전개되고 있는 다른 모든 민중시위와 본질적으로 같은 이유를 가지고 있다. 인민은 빈곤과 실업에 반대하여, 코로나19 반혁명의 반민주 정책에 반대하여, 독재에 반대하여 싸운다. 이것이 지금 콜롬비아, 칠레, 이라크, 레바논, 인도, 미얀마, 홍콩 등등에서 일어나고 있는 일이다. 왜 쿠바 인민의 항의시위는 그보다 덜 정당해야 하나?
"하지만 쿠바 정부는 사회주의 아닌가!"
글쎄, 이 행성에 존재하는 쿠바 정부는 사회주의 아닌데! 우리가 위에서 보여주었듯이, 쿠바 정부는 입으로만 “사회주의” 정부고 실제로는 스탈린주의-자본가 정부다. 맑스주의자는 정치세력을 그들이 그들 자신에 대해 말하는 것으로 판단하지 않는다. 카톨릭 교회는 입으로 10계명을 설교하고 실제로는 거의 모든 계명을 어긴다. 모하메드 빈 살만은 입으로는 경건한 무슬림이고 실제로는 부패한 폭군이다. 그리고 중국, 베트남, 북한, 쿠바의 "공산"당들은 입으로는 "인민을 섬기"고 실제로는 자본가계급의 이익을 섬긴다. 그러므로 노동자·피억압자는 진정한 사회주의로 나아가기 위해 저들을 타도하지 않으면 안 된다.
친 양키 정권으로 교체될 수 있을 위험성을 당신은 안 보는가?
하나의 위험만이 아니라 여러 위험이 존재한다. 한 가지 위험은 스탈린주의-자본가 독재가 민중시위를 박살내고 권력을 유지하는 것이다. 또 다른 위험은 현 정부가 친미 정권에 의해 교체될 수 있는 위험성이다. 진정한 사회주의자들은 두 결말 모두에 반대하여 싸운다.
만약 사회주의자들이 이 대중시위에 동참하기를 거부하면, 그들은 “프락치들”과 그 밖의 반동들에게 현장을 내맡기는 것이다. 만약 사회주의자들이 인민을 적으로 하여 정권을 편 들면 그들은 반혁명 분자들이 된다. 앞으로 나아가는 유일한 길은 민중시위에 동참하고, 독립적인 사회주의 강령을 옹호하고, 직접 민주주의적 민중평의회 창설을 위해 분투하는 것, 그리고 그와 함께 혁명적 정권 타도와 노동자·빈농 정부로의 교체에 개입하려는 일체의 반동적 영향력에 맞서 싸우는 것이다. 이 과정을 진전시키고 앞당기기 위해서는 진정한 사회주의자들이 통일단결 하여 혁명당을 건설하는 것이 필수다.
많은 좌파 조직들의 쿠바 정권 지지에 대해 어떻게 생각하나?
이것은 부끄러운 일로서, 스탈린주의, 볼리바르주의, 사이비 트로츠키주의 등등 좌파의 심대한 퇴보·타락을 비춰주는 것이다. 이들 중 다수는 쿠바 정권의 비방을 되뇌며 민중시위를 "CIA의 음모"라고 비난한다. 그러한 반동적 쓰레기의 예로 하나만 들자면. 국제 스탈린주의의 중추를 자처하는 그리스공산당(KKE)은 다음과 같이 주장하고 있다. "미국은 자국 영토에서 활동하는 반(反)쿠바 마피아뿐만 아니라 쿠바 내에서 공공연하게 자신의 계획을 지지하는 세력과 협력하여, 쿠바에서 정부 전복을 요구하는 반공주의적·반혁명적 슬로건을 내건 시위를 조직하고 있다."
이와 같이, 이들 조직은 시리아 혁명에 반대하여 아사드 독재를 지지하던 때나[15], 2013년 7월 이집트 군사 쿠데타를 정당화하던 때나[16], 홍콩 민주화 시위를 비난하던 때나[17] 자신들이 퍼뜨렸던 본질적으로 동일한 반동적 비방을 여기서도 되뇌고 있는 것이다. 중국과 같은 제국주의 강대국을 "사회주의" 국가로, 아사드와 같은 자본가 폭군를 "반제" "진보"로 간주함으로써 현실을 물구나무 세울 때 이것은 논리적으로 필연적인 재앙적 결론이다. 그 스탈린주의의 부패한 방법, 중상비방의 방법은 결국 반혁명 진영으로 생명을 마감하게 마련이다.[18]
