세계경제: 제2침체가 시작됐다
최신 경제지표들이 맑스주의자들의 대공황 분석을 확인해준다
2021년 11월 28일, 미하엘 프뢰브스팅, 혁명적 공산주의인터내셔널 동맹 (RCIT) 국제서기, www.thecommunists.net지난 몇 달간 우리는 2019년 가을 이래로 대공황에 들어간 자본주의 세계경제가 두 번째 침체로 표류하고 있다고 거듭 지적해 왔다. 우리는 세계경제의 경기상승세가 지속될 것이라는 환상을 전파한 부르주아 경제학자들의 공식 낙관론이 전혀 근거가 없다고 설명했다.[1]
여기서는 현 위기의 주요 특징이나 그 근본 원인에 대한 분석을 반복하지 않을 것이다. 관심 있는 독자들은 위의 각주에 언급된 RCIT 문서에 제시되어 있는 분석을 참조하길 바란다. 여기서 우리는 자본주의 세계경제의 현 상태에 대한 최신 공식 자료를 제시하는 것으로 국한할 것이다. 이 자료들은 제2의 침체가 지금 시작됐음을 보여주고 있다는 점에서 우리의 분석을 십분 확인시켜준다.
이를 위해 우리는 네덜란드 경제정책분석국(CPB)의 최신 간행물을 사용한다. 이미 우리는 지난 문서들에서도 이 부르주아 연구기관의 자료를 사용한 바 있다. 경제정책분석국의 연구보고서는 EU나 JP 모건 같은 유수의 투자은행들이 정기적으로 사용하고 있어서 독점자본가 단체들 사이에서 꽤 명성이 높다. 경제정책분석국은 세계 산업생산 및 세계무역의 추이를 점검하는 월간 회보를 발행하는데, 이 회보 최신호에 따르면 몇 달 전부터 세계 무역 및 산업생산이 하락세에 들어갔다.
세계 상품 교역량이 2021년 1분기에 +3.3%, 2분기에는 0.9% 증가에 그쳤고, 3분기에 1.1% 감소했다. (표 1 참조).

세계 산업생산의 경기 추이를 보면 제2 침체의 특징은 더욱 뚜렷해진다. 경제정책분석국에 따르면 세계 산업생산량은 2021년 1분기에 2.9% 증가했지만 2분기(0.0%)에는 이미 정체됐고 3분기에는 0.2% 감소했다. (표2 참조).

다음 표는 올해 3분기 세계 산업생산의 경기 추이를 지역별로 보여준다.(표 3 참조). 이 수치들은 모든 지역 (아프리카와 중동 제외)의 성장률 하락 추세를 확인시켜준다. 나아가 라틴 아메리카와 세계 최대 경제국인 중국에서 침체가 가장 심각했음을 보여준다. 또한 세계 3대 경제국인 일본에서도 침체가 지난 분기에 특히 가팔랐다.

이러한 추이는 대공황의 첫 단계 (2019년 여름과 가을)와 현 단계 간에 중요한 차이를 보여준다. 2019년 세계경제가 불황에 접어들었을 때의 과정을 분석하면서 우리가 보여주었듯이, 당시 가장 먼저 실제적인 하강을 겪은 나라는 미국, 서유럽, 일본 등 기존 제국주의 국가들이었다.[5] 이번에 세계경제를 또 다른 침체로 이끄는 것은 새 제국주의 대국 중국이다.
이러한 사태발전은 무엇보다도 중국이 (좌익 진영 일각에서 주장하는 것처럼) “반식민지”나, “주변부 국가”, 또는 “아제국주의 국가”가 아니라는 사실을 반영하는 것임을 짚고 넘어가자. 이들 좌익과는 달리, RCIT를 비롯한 맑스주의자들은 중국이 2010년대 초부터 세계경제와 세계정치의 주동력이, 즉 완연한 제국주의 강대국이 되었음을 밝혀왔다.[6]
곧 지배계급의 기수들과 선전가들은 새로운 침체를 팬데믹과 새로운 바이러스 (“오미크론”)의 출현으로 설명하려 할 것이다. 하지만, 이것은 그들이 2020년 봄에 이미 말했던 것과 같은 헛소리다. 당시 이들 부르주아지의 하수인들은 글로벌 불황이 팬데믹 때문이라고 주장했다. 즉 쇠퇴하는 자본주의의 내적 모순에 의해서가 아니라, 코로나 방역을 위한 정치적 비상조치에 의해 대공황이 야기됐다는 것이다. 그러나 우리가 보여주었듯이 대공황은 이미 2019년 가을에 시작되었다. 코로나19의 존재에 대해 누구도 들어보기 전인 2019년 가을에 말이다. 지금도 똑같다. 2차 침체는 2021년 11월 말 “오미크론”의 등장으로 시작된 것이 아니라, 이미 그 몇 달 전부터 시작됐다. 제2 침체는 체제 위기의 시기에 들어간 이윤 주도 체제의 풀 수 없는 모순에 의해 야기된 것이다.
부르주아 공론가들이 제2 침체가 팬데믹 때문이라고 주장하는 것은 그들이 자본주의의 모순적 본질에 눈을 감고 있어서만이 아니다. 그들은 그렇게 해야 할 정치적인 이유가 있다. 침체가 바이러스에 의해 야기된 것이라면, 공황을 극복할 수 있는 유일한 길은 ㅡ 저들 부르주아 공론가들이 말하는 것처럼 ㅡ 저들의 코로나 정책을 실행하는 것 말고는 없을 것이다. 이런 식으로 독점 부르주아지의 치어리더들은 록다운 봉쇄와 백신패스, 백신접종 의무화 등 저들의 국가 보나파르트주의 정책을 옹호하기 위해 경제공황을 이용하려 할 것이다.
이러한 이유로 맑스주의자들은 제2 침체의 진짜 이유를 설명하고, 유일한 출구는 지배계급과 그들의 코로나 반혁명에 맞선 혁명적 계급투쟁임을 보여주는 것이 중요하다.[7]
